Less Government & More Efficiency

When he was elected in 2010, Judge Mark Henry promised to deliver a new era for Galveston County and has delivered on that promise every year. From immediately identifying millions of dollars in waste, fraud, & abuse on Day 1, to finding more efficient ways to deliver services to residents while saving money, Judge Henry is always forging a new path to innovate and change the status quo in county government.

Galveston County maintains the status as being one of the only counties in the United States that has actively reduced the size of government by eliminating elected officials and offices. In 2013, the County went from nine full-time Justice of the Peace Judges and Constables to a total of four Justices of the Peace and four Constables. The consolidation saved over $1M annually and eliminated elected official salaries that paid over $60,000 a year plus benefits with some of them working less than 5-10 hours per week.

In 2021, Judge Henry sponsored the legislative item to eliminate the Galveston County Treasurer’s Office after the elected County Treasurer lost over $500K to online scammers. Upon looking into the matter and discovering that the incumbent Treasurer came to the office less than a single day per month, Judge Henry called for the elimination of the position and consolidation of the functions under the elected County Clerk and County Auditor, who is appointed by the District Court Judges. In November 2023, Galveston County voters voted in favor of eliminating the Treasurer’s office in that year’s Constitutional Election and became the 10th county in Texas to eliminate their County Treasurer – the first one to do so in nearly 30 years and saving nearly $500K annually.

As a result of his steadfast conservative leadership, Galveston County is one of the only counties along the entire Gulf Coast of the United States with an Aaa Bond Rating and only 1 of 10 counties in Texas with a perfect bond rating (with 254 counties in Texas). Low taxes, responsible spending, and paying off debt early are all reasons cited why Galveston County continues to be one of the premier destinations for people to live, raise a family, and start a business.
